Project Description

This project proposes an innovative approach to organisational development of pupils’ council, by developing and piloting a set of standards to evaluate the participation level of youth (14 to 21 years), specifically in pupils’ council structure, both in Romania and Poland.

By transferring the know how from one country to another, in working with standards for participation of children and youth, we expect to learn and eventually apply the knowledge of mapping the criteria and elaborating the standards accordingly. This will lead to first national level assessment of youth participation in representative structures and design of the standards to be used for the assessment.

The project’s objectives are:

  • development of competences for quality assurance in youth participation in the pupils’ council context for 30 trainers – facilitators (teachers), 30 representatives of PC and 60 peer educators (pupils) in order to support design and elaboration of quality standards by the representatives of pupils’ councils. The participants are both from Romania and Poland, in the same number.
  • elaboration of a set of quality standards for the pupils’ councils activity at all levels (school, local, county, regional and national) by transfer of the 7S model of McKinsey i.  Result: a set of quality standards for the assessment of pupils’ councils activity
  • piloting the self assessment tool on the basis of designed standards to inform about the level of youth participation (14-21 years) within pupils’ representative structure and about the organisational capacity level of National Pupils’ Council. Result: a self assessment tool printed and multiplied which will support the assessment process of the quality of pupils’ council activity and a pilot process to refine and shape the final form of the standards.
  • Development of the organisational capacity of pupils’ council trough a training programme for specific competencies needed to perform representation within the pupils’ councils. Result: information and training sessions on: pupils’ council, quality in pupils representation, quality in youth participation and thematic modules (teamwork, conflict management, organisational management, public speaking and debate, project management and so on).

The project will result in:

  • a set of standards for quality assessment of activities in the pupils’ council at all levels, both in Romania and Poland
  • a self assessment tool to be used in a national assessment process in pupils’ councils in the two countries
  • the Guide for Organisation and Functioning of the National Pupils’ Council which will make the standards operational and informative for the local councils and which will integrate self-assessment as an integrative part of the process cycle of pupils’ council, in Romania and Poland
  • 30 trainers/facilitators (teachers) trained in quality assurance and facilitation/training techniques, to support the elaboration of standards in the pupils’ council , from Romania and Poland, in the same number
  • 60 peer-educators (pupils from county pupils’ councils (30 from Romania and 30 from Poland) trained in facilitation techniques and quality assurance in youth participation to ensure proper contribution and participation of local pupils’ councils in elaboration and piloting the standards
  • 30 representatives of pupils’ councils (presidents, vicepresidents, secretaries or department coordinators from Romania and Poland) informed and trained about standards and assessment of quality in pupils’ council to ensure a national level approach and support the local activities.

The project consists of mobilities for transfering the know how, training and learning sessions, local activities of elaboration and design of standards, piloting and self assessment process and a multiplier event to share the model to similar structures at international level – for example OBESSU and ECYC.


MONTHLY NEWS

1. (July 2016)

„Good, better, best: Quality Standards for Youth Participation” debuted first transnational meeting with partners in Poland, the meeting took place in Bydgoszcz (1 to 4 July 2016), Poland. The event focused on the following aspects: a.The changes to the project following AN’s feedback;

  1. The structure of the activities and specific objectives in line with AN’s feedback. c. Terms Partnership Agreement + signature (including details of reporting requirements in this respect financier, etc.);
  2. Strategy Selection and beneficiary organizations involved in the project. In the next period we will develop collaborative agreements with organizations that want to be involved in this project.

2. (August 2016)

Asociatia  Elevilor Mehedinteni  (RO) and Youth of Europe (POL) finished the format of cooperation agreements with the organizations that want to be  involved in „Good, better, best: Quality Standards for Youth Participation” .Also,  it started the procedure of recruitment of experts who will be responsible for obtaining intellectual products covered by the project.The  intellectual products will be build on the results of the learning activities, but will be processed by specialized experts to achieve superior material in terms of quality but also quantity.

3. (September 2016)

It comes the first learning activity! Asociatia Eleviloor Mehedinteni and Youth Ass of Europe launched applications to participate in the first activity of the „Good, better, best: Quality Standards for Youth Participation”. It was also made a selection of participants and it was sent the InfoPack to all participants

4. (October 2016)

It was one month of intense activity in „” Good, better, best: Quality Standards for Youth Participation „. Between October 6 to 10, it took place in Drobeta Turnu Severin, Mehedinti county, the first activity (C1). „Training of 30 pupils’ Representatives (from Romania and Poland) in youth Participation and methodological aspect for Elaboration of Standards”.

30 young people from Romania and Poland have learned what means the representativeness at the youth level and how it can be transferred to the McKinsey’s 7 S model to youth organizations. With non-formal education methods and techniques, young participants developed a first draft set of organization and functioning standards of youth organizations, the central intellectual product focus of the project.

This first format of set of  standards will be taken, analyzed and proccesed by experts from Romania and Poland.It was also prepared  the piloting activity of this set of standards that will be run over the territory, in organizations that were involved in this activity.

6. (November 2016)

Another full month for „Good, better, best: Quality Standards for Youth Participation”. About half of this month, between November 10 to 14, it took the second activity (C2). The activity was conceived as TOT (training of trainers) and brought together 30 young people from Romania and Poland. They learned what The McKinsey’s  model involves, analyzed the results of the first activity, learned methods and techniques for non-formal education to be,in its turn, trainer and person of support in the territory, both in piloting, as intellectual products and integration of project activities in  youth organizational structures.

We are glad to see that they worked hard and territory.

7. (December 2016)

The piloting process standards continued this month too. Things start to gain a strong shape. The standards are still stabilizing the territory and the results of our work are taken by our experts. Thanks to everyone involved!

8. (January 2017)

Experts’ Good, better, best: Quality Standards for Youth Participation „are in the stage of completion of the manual. Material will help you to understand very well the role of standards and how to apply them and also you will find useful the expert advice!

Soon we will start the applications for the third activity C3.

9. (9 February, 2017)

It was completed the stage of selection of the participants to the third activity of the project. The set of standards and the manual of organization and functioning of youth organizational structures have been completed.

We are preparing for the Assessment Tool!

10. (March 2017)

In the month of mothers and women, in general, our project has completed one more stage. In 2-6 of March took place in Drobeta Turnu Severin, Mehedinti county, the third activity of the „Good, better, best: Quality Standards for Youth Participation” (C3) „- Instruction of 30 Representatives of pupils to use the self-assessment tool and to manage the process of assessment Within the pupils’ Councils.

The activity has, as central landmark, the development of a tool that reveals the level of organizational standards (the pattern of the 7 S).

Also, the tool not measures only the level of functionality of a youth organization, but also proposes and identifies ways to improve the organization’s activities.

30 young Romanians and Poles worked hard, but also relaxed, in developing the instrument and have learned to integrate it in their organizations.

11. (April 2017)

Intellectual products of the „Good, better, best: Quality Standards for Youth Participation” were completed.

We are working on an accessible electronic form, that you we will provide as soon as we will finish it.

12. (May 2017)

In the middle of this month it was organized the multiplication event in Poland.

The event took place between 25 and 26 of May in Centrum of University of Warmia and Mazury in Olsztyn. Among the indirect beneficiary organizations that sent representatives were included: Mogilno YC, YC Malbork, YC Gliwice, Włocławek YC, YC Olsztyn.

The dissemination activities aimed:

  • To increase the awareness of project activities and results for the whole period of the project.
  • Promoting the project’s image
  • To increase the awareness about specific elements resulting from project activities

The activities of dissemination events:

  •  The presentation of Erasmus + program, focusing on Action Key 2
  • -The presentation of the project and partners
  • -The presentation of Mc Kinsey’s model and assessment tool to  the councils / asociations / youth structures
  • The application of the assessment tool in their organization (activity supported by two facilitators)

13. (June 2017)

The second transnational meeting took place in Poland, Krakow (2 to 5 June 2017).

The event focused on the following aspects:

  1. The interpretation of conclusions of the interim report after the evaluation of the AN
  2. The interpretation of conclusions of the monitoring visit carried out by the NA.
  3. Were reviewed documents produced throughout the project both in agreement with the conclusions of the interim report, and the monitoring visit.
  4. Were analyzed in terms of quantity and quality the achievement of Multiplier Events in Romania and Poland.
  • Details of participants (selection and relevance).
  • Quantifying indirect beneficiaries.
  • The general opinion of the direct and indirect beneficiaries about intellectual products obtained in the project.
  • Evaluation of documents made by the partner organization on the occasion of the multiplication.
  1. Issues related to completion of the project taking into account the Agreement’s terms and conditions signed by AEM and YOE (including budget).
  2. Issues related to the follow up activity (focused on makers).
  3. Working session – Final Report.

Also, Youth of Europe organized, on its own initiative, a second multiplier event bringing together these organizations, indirectly beneficiary from the project: Gliwice, Poznan, Warszawa, Piaseczno, Barcin, Włocławek, Inowroclaw, Torun, Zduńska Wola Bydgoszcz.
